Why is rugby not developing?

And yes, it would be great if rugby spread to more countries but this is nothing new, it's been the case forever so I wouldn't call it a crisis.

The issue isn't unique to rugby and/or unique to a particular country.

Lets give the man some credit an not assume he supports such a kak team just cos he's wearing the jumper.
